I think Harry did the best he could by his view but consciously or unconsciously I think there is an element of abuse---defined by using a child for the adult's gratification rather than for the child's gratification. I think that Harry as a cop was frustrated by the "one's who get away with it" because of legal loopholes, lacke of evidence, etc--and that it gratified his need to tidy things up to train Dexter to gather the evidence and carry out the execution. I kind of hope they let Harry's character have some growing awareness of him. That said, he certainly channelled Dexter's urges in a better direction and structured him by giving him a code to live and kill by.
