The Doctor is horrified and betrayed by the act of a Prime Minister who, despite him having heroically saved the day and sent the evil dangerous aliens on their way peacefully, sets a weapon on them *as their ship is leaving the earth's atmosphere* destroying them utterly. She then turns to him and wonders out loud if she should consider him another enemy alien. This after they worked together to save the planet in a previous episode, and had been generally warm and friendly with each other. He's calmly furious, and warns her not to challenge him, saying he can bring her government down with a word. She tells him she doubts that. He says, you're right. Six words. He goes over to her aide and whispers in his ear, "Don't you think she looks tired?" The PM becomes frantic to know what the Doctor said. In her anxiety, she starts to look a little unhinged. The Doctor calmly walks away. Later, we see the PM on television, shrilly declaring that her health is just FINE, where do these rumors start, and no, there is no need for a confidance vote. *GGG*
